I am passionate about public policy and public service. While national politics often dominate conversation, I focus on municipal government because local decisions impact our daily lives and shape our children’s future. Our city government matters, and we must be active participants in it.
I have lived in Highland for 17 years. Like many of you, my family was drawn here for the stunning terrain, excellent schools, safe neighborhoods, and access to beautiful recreation. Highland is special because of the vision and sacrifice of those who built it, and preserving that legacy requires sound policy and courageous leadership.
Those who know me say I listen first, engage respectfully, and help move discussions forward, even when government feels stuck. On the City Council, I have worked to ensure responsible growth, fiscal discipline, and preservation of Highland’s unique character. I am committed to protecting our rural feel, ensuring public safety, improving parks and infrastructure, and keeping taxes low.
Outside of public service, I work in software implementation and teach political science. I value time with my family, enjoy cooking, and love traveling. I am honored to represent Highland and look forward to continuing to build a strong, vibrant city together.

Ron Campbell has served on the Highland City Council for the past two years as an appointed member, dedicating countless hours to listening, learning, and leading with the community’s best interest at heart. Now running for election, Ron brings proven commitment, steady leadership, and a genuine desire to serve—not for politics, but for people.
A long-time Highland resident, Ron believes in a collaborative approach to governance. He has built a reputation for being responsive, accessible, and thoughtful—often reaching out personally to residents to understand their concerns. Even when his personal views differ, Ron consistently votes in alignment with the values of Highland residents, demonstrating respect for the community’s voice over his own.
Ron advocates for responsible growth, fiscal transparency, and maintaining the unique character that makes Highland special. In spite of personal concerns for liberty, Ron supports preserving Sunday business closures in accordance with the majority vote of the residents. He believes, “If a change is made, it should be made by the vote of our residents, not the city council.”
With no political ambition beyond service, Ron’s only goal is to strengthen Highland through honest conversation, careful decision-making, and hands-on involvement.

Hi, I’m Wes Warren. My wife, Amber, and I have lived in Highland for 14 years, raising our three boys—Holden, Fitz, and Calvin —in a city we love. We spend our time at swim meets, campfires, geeking out at comic-cons, and catching concerts when we can. Every so often, we take extended family trips to explore new places together—prioritizing memories over stuff. My wife and I run a Highland-based advertising agency, giving us the flexibility to focus on what matters most.
For the past decade, I’ve shown up to serve Highland. I’ve attended nearly every City Council meeting, co-chaired the Parks, Trails & Open Space Committee, I currently serve on the Library Board and the Planning Commission. I’ve spent years listening, learning, and working directly on city issues—not just observing them.
Highland’s growth rate was the sixth highest in Utah last year. What happens next will shape the future of our land use, our open space, and our quality of life. I believe in low density, long-term planning, and protecting the character that makes Highland feel like Highland.

My name is Liz Rice, and I have lived in Highland for 27 years, where I raised my 4 sons. I have a Master’s in Educational Leadership from BYU, and am now retired from Alpine School District, where I worked for 33 years.
I’m a proud fiscal conservative considering myself a student, a teacher of History and U.S. Constitution. I believe in responsible use of taxpayer money, low taxes, and smaller and more efficient government. I’m a Patriotic American who supports our Law Enforcement, especially since one of my sons is a Police Officer.
During my time in Highland, I have served on the Planning Commission for 4 years and the Open Space Committee for 14 years. I’m a regular attendee at our City Council Meetings, as well as the Planning Commission. I ran as a write-in candidate in 2023 because I believe an “election” without choices is more of a coronation.
I believe Highland is a unique and beautiful place. I love the things that set Highland apart from busier neighboring cities. Elected or not, I will continue to do everything I can to safeguard the character and legacy of our amazing city for future generations.

I am married to Catherine; we have 5 children. Practice primary-care medicine. Moved to Highland 36 1/2 year ago, Active in Highland City politics since 2008; directed the first city-wide successful referendum defeating the Road Tax Bond. I have had the privilege of currently serving on the Highland City Council; have not missed a City Council Meeting in the last four years. Also serve on the Governing Boards of the Utah State Developmental Center, Utah County Public Health, Animal Shelter, and the North Pointe Transfer Station (garbage). Have served on Lone Peak Public Safety / Library Boards. Fiscal and Social Conservative; have voted for efficient, cost-effective government. In FY 2028, Highland will have all bonded debt paid and the monthly Road Tax Fee will sunset. No property tax increase for over 15 years. The Highland Family Park created without bonding Organized the Highland City Foundation providing a tax-exempt vehicle for donations. I will continue to support improvements to parks, trails, the library, Arts Council, community events and sports programs. While I enjoy working with a good, responsive City Staff, Mayor, and Council Members, I approach issues from a different perspective to promote better discussion and analysis.
