Right of Way Permit
Highland City requires that all those who will be performing work within the City right-of-way, including excavation work (boring, trenching, road cuts, utility work, etc.) and non-excavation work (driveway accesses, curb cuts, etc.), first acquire a right of way permit. There is a $50 (non-excavation) or $250 (excavation) application fee and a $250 inspection fee (all permits) that is charged at the time the permit is submitted. A refundable performance and warranty assurance in a minimum amount of $2,500 is required for all permits before the permit will be issued. The assurance funds will be held for one (1) year to guarantee all work is completed properly and to warranty the workmanship of the construction site.
