New General Plan
The City is currently in the process of comprehensively updating and amending the General Plan. You can review the draft General Plan using the links below. A public hearing on the General Plan is scheduled for January 20, 2026, beginning at 6:00 pm, at Highland City Hall. The City Council anticipates adopting the new General Plan on January 20, 2026, after the public hearing. You can provide comments during the public hearing, or you can send written comments directly to the City Council before the meeting by emailing council@highlandut.gov.

About the Plan
The General Plan is the official policy basis of the City Council to guide the private and public development of the community. It contains the City's policies and plans for housing and development, transportation and water needs, emergency response and economic growth, public facilities and community services, and more. The General Plan is a roadmap showing where the City was and where the City wants to go in the future. The plan is a living document designed to change in response to changing conditions. In 2008, the City adopted the General Plan 2008 (PDF). This plan has been updated and amended several times since then. In 2026, after a nearly two-year review and drafting process, the City Council plans to adopt a new and updated General Plan.

Moderate Income Housing Report
The State legislature requires Highland City to submit a progress report on how the city is progressing on the implementation of strategies chosen in the Moderate Income Housing Element of the General Plan. The report is updated annually.
